My Thoughts: 

I think this is absolutely right as going to Church doesn’t mean anything if you have not your heart involved. It is almost like empty words that don’t mean anything if your heart isn’t true. Point is, if you are going to church, you shall go with all your heart and soul as its the house of God.

At the Same Time

However, one thing I want to say is that in a way this quote kind of doesn’t make sense. If you really think about it, there really is no person that would go to church for no reason. Everyone who goes to church, already plans in their heart to go for a specific reason. I mean I really can’t figure out why someone would go to church with an empty heart.
At the same time, you don’t have to be a Christian to go to church. Obviously, there are so money religions out there and they all have their belief. That said, to further dig in, people go for their specific purpose and religion.
So, to fully diagnose, I really don’t think anyone is going to think of being a Christian if they are not a Christian.

Moreover 

What I really think Garrison is saying is that if a Chirstian is at Church with empty heart is really not a Christian. Therefore, you must be with your soul and heart and belief at church and out of church. If you think you are a Chirstian when you are at Church, but your behaviors are the opposite outside of Church, then you might be empty heart in church. This are the thoughts I have in mind when I read this quote.
